I don’t think there’s any harm in feeding from a bowl for one meal and doing work-to-eat for another. Especially, if the evening meal is work-to-eat- gives them some stimulation if they’ve been alone while you were at work. If they aren’t finishing, a few things could be happening: a kong may be stuffed too tightly (not uncommon for dogs to give up if they are struggling to get the food out) or the food inside is not high enough value. I also notice that with toys like the Buster Cube, if it sounds like there is only a few pieces left, dogs will stop working on it. You could build some drive for the work-to-eat toy by using it as more of a fun thing, with just a little of their food inside and then the rest in a bowl and gradually transition to having all of it from the toy.
