There's a potential new law that could get you busted for chaining up your dog.
Nothing in this ordinance shall be construed to prohibit owners from allowing dogs to be attached to over head runs (i.e. leash or chain attached to an over head wire at least 10 feet long, that allows the dog to move unheeded.)
The ordinance got a makeover this summer, because the city wanted to make the language clearer, such as the section that says if a dog is chained in a yard, the owner has to be in plain sight of the animal.

If it stops your dog from pulling on the leash instantly, then reward your dog the moment he ignores the leash.
